Window displays of a few chipped dummies w/ wigs askew wtanding at random and modeling 10 yr out of date. Large signs "closed for refurbishment." would have been unhealthy to be underground like ministry; Diagon Alley not big enough. Charmed so Muggles don't notice wizards coming and going.
